The St. Joseph Housing Commission consists of five members that are appointed by the Mayor of the City of St. Joseph. The term of office is five years. All terms are alternated so that only one Board Member's term is up each year. The Board was initially formed by the City Commission on June 11, 1964, for the purpose of developing facilities designed for senior citizens, as per provisions set forth in Act 18 of the Public Acts of 1933. The organizational meeting was held on June 29, 1964, where the by-laws and meeting dates, etc. were established. They, then, began the task of developing Lake View Terrace High-rise, the one and only facility operated by the Housing Commission. The facility was completed for residency in April, 1969.
Lake View Terrace is a fifteen-story high-rise, with 107 apartments, located on the St. Joseph River — near Lake Michigan. It is close to parks and is within walking distance to the beach and to downtown. In addition to being close to banks, doctors, churches, restaurants, library, and shopping, there are many activities to enjoy, such as the St. Joseph Municipal Band concerts, Krasl Art Fair, Blossomtime Festival, etc. All utilities (except phone) are included in the rent. There is secure access to the building; an on-site laundry facility with handicapped accessible washers/dryers; on-site hairdresser; and a resident association that plans monthly activities for all residents to enjoy (pot-lucks, bingo, and entertainment).
It is the mission of the St. Joseph Housing Commission to provide a safe, secure, quality of life surrounding for our elderly and handicapped families in the most efficient and cost effective manner. We also mirror the Department of Housing and Urban Development mission to promote adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination.
